What we do here

Three things, done properly

Kitchen remodeling

Cabinets, counters, flooring, lighting, plumbing and electrical under one contract and one licence.

Bathroom remodeling

Full rebuilds, including the waterproofing details that decide whether a shower lasts five years or twenty-five.

Water damage repair

A failed supply line or a slow leak behind a wall — dried, opened up, and put back properly.

Permits

What needs a permit in Pinole, and what does not

Pinole runs its own Building Division and publishes the split plainly. It is worth reading before you get a quote from anyone, because it tells you whether a contractor who says "we don't need a permit for that" is right or hoping.

Needs a permit

  • Water heater, furnace or air-conditioner replacement
  • New sewer, water or gas lines
  • Electrical service upgrade or panel relocation
  • New wiring or new electrical outlets
  • Window replacement, new siding, new roof
  • Room additions and structural modification

Generally does not

  • Painting and wallpaper
  • Carpet and most floor coverings
  • Replacing a garbage disposal
  • Replacing a dishwasher

The part most people miss: Pinole states that the homeowner is responsible for obtaining the permit, even though the contractor normally pulls it. If someone skips it, the exposure sits with you and your property. The city also warns that unpermitted remodels cause trouble at resale, because buyers' lenders want proof a permit was issued.

Straight answer

Have we worked in Pinole before?

Not yet, and we are not going to pretend otherwise. Excove is a young company; the work we have documented so far is in Rodeo, and you can see it — before and after — on the projects page.

What you can check instead of a portfolio is the licence: California CSLB #1123274, Class B, public record, searchable in about thirty seconds. Ask every contractor you speak to for theirs and look all of them up. It is the single most useful ten minutes you can spend before hiring anybody for work on your house.

Common questions

Remodeling in Pinole — questions we get

Does my Pinole kitchen remodel need a permit?

Part of it probably does. Pinole publishes a clear split: cosmetic work and straight appliance swaps — paint, carpet, a new dishwasher, a new garbage disposal — do not need a permit. New wiring, new outlets, an electrical service upgrade, or new water, sewer or gas lines do. Almost every real kitchen remodel crosses that line somewhere, usually at the electrical. We work out exactly which parts need permitting at the walkthrough, before you have committed to anything.

Who is actually responsible for the permit — me or the contractor?

This surprises people, and it is worth knowing. The City of Pinole states that the homeowner is responsible for obtaining the permit, even though in practice the contractor usually handles it. That means if a contractor skips the permit, it is your name and your property carrying the consequence, not theirs. We pull permits as a matter of course and we close them out — but you should ask that question of anyone who quotes you, not just us.

What happens if work was done without a permit?

It tends to surface at the worst possible moment. Pinole warns directly that unpermitted remodels cause problems when selling, because buyers’ lenders want proof that a permit was issued. Retroactive permitting is possible but it is slower and more expensive than doing it in order, and sometimes it means opening up finished work to show the building department what is behind it.

Can small permits be done quickly?

Yes. Pinole offers same-day, over-the-counter appointments for minor permits — reroofs, water heater and HVAC replacement, EV chargers, small rooftop solar. Days and times change, so confirm with the Building Division rather than turning up. For a full kitchen or bathroom remodel you are in the ordinary plan-review process, not the over-the-counter one.

Are you licensed and insured?

Yes — California CSLB #1123274, a Class B general building contractor licence, with insurance in force. The licence is public; look it up on the CSLB site before you hire anyone, including us.
